Think of it this way - if you lose a bunch of troops in a battle, you can draft everyone from the ages of 18-25 (or whatever) on a nearby world that you control, take a couple months to train them, and boom, you've replaced that group of soldiers. Plus, when you pour money and resources into multiple Death Stars and absurdly enormous capital ships, you have to cut costs somewhere. My memory is a little hazy on this part but I believe the Empire phased out clones because it was easier and cheaper to take volunteers and draft able-bodied men and women from planets they took over than to have a constant stream of clones, which have a ~10 year lead time from order to delivery even with the growth acceleration. The Empire didn't kidnap kids, that was the First Order after they had to run and hide from the New Republic.
